Defendant in traffic death is bipolar, psychiatrist testifies 
WAUKESHA - A psychiatrist who has treated Howard Heinen Jr. told a jury Tuesday that his bipolar condition is such that “rational thinking usually goes out the window” when he is in his manic phase, which the defense suggests was the case when Heinen struck and killed a motorcyclist in Waukesha last fall.
